Premier Li Keqiang delivers the Government Work Report of the Second Session of the 12th National People's Congress

On the morning of March 5th at 9 o'clock, Premier Li Keqiang delivered a government work report at the Second Session of the 12th National People's Congress, which clearly proposed to promote changes in energy production and consumption patterns. We will increase efforts to save energy and reduce emissions, control the total amount of energy consumption, and reduce energy consumption intensity by more than 3.9% this year. Implement projects to improve building energy efficiency and benefit the people with energy-saving products, develop clean production, green and low-carbon technologies, and circular technologies, and enhance the ability to respond to climate change. Strengthen water conservation, material conservation, and comprehensive resource utilization. Accelerate the development and application of energy-saving and environmental protection technologies and products, and turn the energy-saving and environmental protection industry into a vibrant sunrise industry.

Previously, at the 2014 National Energy Work Conference, the National Energy Administration proposed a wind power installation target of 18 million kilowatts this year, greatly boosting confidence in the wind energy industry. The "fourth batch" of wind power approvals released on February 13 also greatly exceeded industry expectations. In addition, offshore wind power installation is expected to begin, and there may be a possibility of exceeding expectations for wind power installation in 2014.

1、 2013 Work Review

The past year has been the first year for this government to fulfill its duties in accordance with the law, and the tasks are arduous and heavy.

The economic operation is stable and improving. The gross domestic product reached 56.9 trillion yuan, an increase of 7.7% compared to the previous year. The increase in consumer prices for residents is controlled at 2.6%. The registered urban unemployment rate is 4.1%. 13.1 million new urban jobs were created, reaching a historic high. The total import and export volume has exceeded 4 trillion US dollars, reaching a new level.

Resident income and economic benefits continue to improve. The per capita disposable income of urban residents increased by 7% in real terms, while the per capita net income of rural residents increased by 9.3% in real terms. The number of rural impoverished people decreased by 16.5 million, and the income gap between urban and rural residents continued to narrow. The profit of industrial enterprises above designated size increased by 12.2%. The fiscal revenue increased by 10.1%.

The structural adjustment has achieved positive results. The grain production exceeded 1.2 trillion catties, achieving a "ten consecutive increases". The proportion of added value in the service industry reached 46.1%, surpassing the secondary industry for the first time. The proportion of GDP in the central and western regions continues to increase, and regional development coordination is enhanced. The electricity consumption of the whole society increased by 7.5%, and the freight volume increased by 9.9%, with the main physical quantity indicators matching economic growth.

Social undertakings are flourishing. New progress has been made in areas such as education, technology, culture, and health. The Shenzhou-10 spacecraft sailed into space, the Chang'e-3 spacecraft successfully landed on the moon, and the Jiaolong submersible set a new record, indicating that the Chinese people have full ability and wisdom to achieve the goal of building an innovative country.

In the past year, there have been more difficulties than expected, and the results have been better than expected. Economic and social development has both expanded in quantity and improved in quality, laying the foundation for the future. This will inspire us to forge ahead and constantly create new brilliance.

Over the past year, we have adhered to the overall tone of seeking progress while maintaining stability, coordinating stable growth, adjusting structure, and promoting reform. We have adhered to the principles of stabilizing macro policies, revitalizing micro policies, and ensuring social stability. We have innovated our macroeconomic regulation ideas and methods, and adopted a series of measures that are both beneficial to the current and the long-term. We have made progress while maintaining stability, improving quality, and achieving a good start in all aspects of our work.

One is to focus on deepening reform and opening up, stimulating market vitality and endogenous driving force. In the complex domestic and international environment and the dilemma of macroeconomic regulation, we are deeply committed to making reform and opening up the fundamental strategy for development, opening up the invisible hand of the market, and making good use of the visible hand of the government to promote stable economic growth.

We will start from the government itself and make accelerating the transformation of functions and streamlining administration and delegating power the top priority for this government. The institutional reform of the State Council has been implemented in an orderly manner, with 416 administrative approvals and other matters cancelled and delegated in batches. The catalog of investment projects approved by the government has been revised, and the reform of the industrial and commercial registration system has been promoted. Various regions are actively promoting the transformation of government functions and institutional reforms, significantly reducing administrative approval matters.

Expand the pilot program of replacing business tax with value-added tax, cancel and exempt 348 administrative fees, and reduce the burden on enterprises by more than 150 billion yuan. All of these have loosened the constraints on the market and added strength to enterprises. The number of newly registered enterprises in China has increased by 27.6%, and the proportion of private investment has risen to 63%.
