Each province (region, city), Xinjiang Production and Construction Corps Development and Reform Commission (Energy Bureau), dispatched agencies, State Grid Corporation of China, Southern Power Grid Corporation of China, China Huaneng Group Corporation, China Datang Group Corporation, China Huadian Group Corporation, China State Power Group Corporation, China Electric Power Investment Group Corporation, China Shenhua Group Corporation, China Three Gorges Corporation, China Resources Group Corporation, China Energy Conservation and Environmental Protection Group Corporation, China General Nuclear Corporation, Hydropower and Water Resources Planning and Design Institute, Electric Power Planning and Design Institute, China Wind Energy Association, and National Renewable Energy Center:

In order to conscientiously carry out the development of wind power, promote energy structure adjustment, and promote the revolution of energy production and consumption, in accordance with the requirements of the "Management Measures for Government Approved Investment Projects" and the "Notice of the National Energy Administration on Strengthening and Improving the Management of Wind Power Project Development and Construction", and taking into account the development status of wind energy resources, electricity market, and various regions, each province (district, city) has prepared the fifth batch of wind power project approval plans for the "Twelfth Five Year Plan". It is hereby announced and the relevant matters are notified as follows:

1、 Based on the market consumption capacity and preliminary work of each province (district, city), after sufficient communication and negotiation, the energy regulatory authorities of each province (district, city) independently proposed a total of 34 million kilowatts of projects to be included in the fifth batch of wind power approval plans during the 12th Five Year Plan period. Considering the rapid increase in the proportion of wind and electricity curtailment and restrictions in Xinjiang (including the Xinjiang Production and Construction Corps), Jilin, Liaoning and other provinces (regions) in the first quarter, no new project construction scale will be arranged temporarily. Further research and formulation will be conducted after the effective alleviation of wind and electricity curtailment and restrictions in the aforementioned provinces (regions).

2、 Decentralized access wind power projects are approved and constructed by each province (region, city) strictly in accordance with the technical standards for decentralized access wind power, and will no longer be included in the approval plan for issuance. After completion, they will be included in the national subsidy catalog in accordance with relevant regulations.

The wind power base projects and hydrogen production demonstration projects in Xinjiang Baili Wind District, Liangshan Prefecture, Sichuan Province, Tongwei in Gansu Province, and Ningxia shall be determined by relevant provinces (regions, cities) according to a unified construction plan, and the project construction shall be carried out in an orderly manner. The projects shall no longer be included in the annual plan for issuance, but shall be included in the national subsidy directory in accordance with relevant regulations after completion.

Support Heilongjiang Province in carrying out pilot bidding for market-oriented resource allocation in the western region, based on the principle of not increasing the local wind abandonment rate.

In areas such as Jinbei, Xilingol, and Zhundong that require centralized transmission through inter provincial or inter regional transmission channels, relevant provinces (regions) shall carry out planning and research work as soon as possible. After the construction plan and consumption technology plan are determined, project construction shall be initiated as soon as possible based on the construction progress of the transmission line.

3、 Please strengthen the organization of the Development and Reform Commission (Energy Bureau) of each province (district, city)

Coordinate and conscientiously implement the project construction conditions, especially the conditions for power grid access and consumption market, supervise the project construction unit to deepen the preliminary work, and approve the project construction in a timely manner according to regulations. Approval work for projects included in the plan must be completed within 2015. Projects that have not been approved will have their approved plan cancelled and cannot be replaced. The execution of the annual plan will serve as the basic basis for arranging the construction scale for the next year.

At the same time, the development and reform commissions (energy bureaus) of each province (district, city) should strengthen project approval management. Project owners should select enterprises with development capabilities, rich engineering experience, and strong management team capabilities. It is strictly prohibited for enterprises without development willingness and strength to illegally sell approval documents after obtaining resources.

4、 The development and reform commissions (energy bureaus) of each province (district, city) should attach great importance to quality supervision, environmental protection, and operational management during the project construction process, and take effective measures to ensure that the full amount of electricity generated after the project is completed is connected to the grid. In 2015, assessments will be conducted based on the annual wind power utilization hours and operating indicators proposed by the energy regulatory departments of each province (region, city), and will serve as the basic basis for the next arrangement of annual construction scale.

5、 Each dispatched agency should strengthen its follow-up supervision work, focusing on the illegal and irregular sale of approval documents, equipment bidding, quality supervision, project access to the power grid, and grid connection operation after completion during the project approval process, to ensure that project construction is carried out legally and compliantly, and that the project can be connected to the power grid in a timely manner and the full amount of generated electricity can be prioritized for grid connection after completion.

6、 Each power grid company should actively cooperate in the construction of supporting power grids for wind power projects included in the approved plan, implement grid access and market consumption, timely handle supporting documents for grid connection, accelerate the construction of supporting power grid transmission projects, and ensure that wind power project construction and supporting power grid operation are synchronized.

7、 Each wind power investment and development enterprise should conscientiously carry out the construction work of wind power projects within the approved plan, attach great importance to environmental protection and engineering construction quality, and complete wind power construction tasks according to the plan. For projects that have been included in the approved plan and have not been approved within the time frame specified in the approved plan, the reasons must be explained.
