Notice of the National Energy Administration on Doing a Good Job in the Integration and Consumption of Wind Power into the Grid in 2014
Development and Reform Commissions, Energy Bureaus of various provinces (autonomous regions, municipalities directly under the central government), dispatched agencies, State Grid Corporation of China, Southern Power Grid Corporation of China, China Huaneng Group Corporation, China Datang Group Corporation, China Huadian Group Corporation, China State Power Group Corporation, China Electric Power Investment Group Corporation, China Shenhua Group Corporation, China Resources Group Corporation, China Three Gorges Corporation, China Development and Investment Corporation, China Nuclear Industry Corporation, China General Nuclear Corporation, China Electric Power Construction Group Corporation, China Energy Construction Group Corporation, China Wind Energy Association, and National Renewable Energy Center:
In 2013, China's wind power grid integration and consumption achieved positive results, and the serious problem of wind curtailment and power restrictions was effectively alleviated. Except for Zhangjiakou in Hebei Province, the proportion of power restrictions in areas with severe wind curtailment in Inner Mongolia, Jilin, and Jiuquan in Gansu Province has all decreased. The average hours of wind power utilization in the country have increased by about 180 hours year-on-year, and the amount of wind curtailment has decreased by about 5 billion kilowatt hours year-on-year. However, the problem of wind power curtailment and power restrictions has not been fundamentally solved, and local wind power curtailment still restricts the development of China's wind power industry. In order to promote the sustainable and healthy development of the wind power industry, fully leverage the role of wind power in energy conservation, environmental protection, and air pollution control, the average annual utilization hours of wind power in each province (region, city) in 2013 are hereby announced, and the following notice is issued on the completion of wind power grid connection and consumption work in 2014:
1、 Fully recognize the importance of wind power consumption. As a relatively mature new energy generation technology, wind power has become the third largest power source in China after rapid development in recent years. It has played an important role in adjusting energy consumption structure, increasing clean energy supply, achieving energy conservation and emission reduction, and has great potential for future development. Each province (district, city), relevant department, and enterprise should fully recognize the importance of wind power consumption, combine with the requirements of promoting the energy production and consumption revolution, take continuously increasing the proportion of clean energy such as wind power in electricity consumption as the core goal of industrial development, actively innovate institutional mechanisms, adopt effective technical and policy measures, do a good job in wind power consumption, and ensure the sustainable and healthy development of the wind power industry. Our bureau will monitor the grid connected operation and market consumption of wind power in various provinces (regions, cities) in accordance with the requirements of "strengthening in-process and post supervision", timely disclose the situation to the society, and use it as the basis for macro management of the wind power industry. In areas with severe wind power curtailment and restrictions, the scale of wind power construction should not be expanded until the problem is resolved.
2、 Efforts will be made to ensure the consumption of wind power in key areas. At present, regions such as Zhangjiakou in Hebei Province, Jilin Province, Xilingol League in Inner Mongolia Autonomous Region, Hulunbuir City, and Xing'an League, where the problem of wind curtailment and power rationing is still relatively serious, need to deeply analyze and study the fundamental reasons for wind curtailment, propose targeted overall solutions, take effective measures, and strive to solve the problem of wind curtailment and power rationing as soon as possible. Hebei Province will continue to accelerate the construction of transmission channels between Zhangjiakou area, Beijing Tianjin Tang power grid, and Hebei South power grid, striving to put them into operation before the end of the year. Inner Mongolia Autonomous Region should focus on solving the difficulties of wind power grid connection in Xing'an League and Hulunbuir City while ensuring that the hours of wind power utilization do not decrease. Jilin Province needs to effectively tap into the scheduling potential, properly handle the relationship between heating and power generation, and ensure that the wind power utilization hours reach 1800 hours in 2014.
3、 Strengthen the construction of supporting transmission channels for wind power bases. The construction of wind power bases in regions with abundant wind energy resources is an important aspect of China's wind power development. According to the construction plan of wind power bases, power grid enterprises should conscientiously build supporting transmission channels for wind power bases, continuously improve the grid structure, expand the scope of wind energy resource allocation, and enhance the ability of the power grid to absorb wind power. In 2014, according to the work deployment of our bureau, we will focus on ensuring the planning and construction of supporting transmission channels for the second phase of Hami Wind Power Base and the first batch of the second phase of Jiuquan Wind Power Base, as well as the second phase of Zhangjiakou Wind Power Base and Chengde Wind Power Base planned and constructed to increase clean energy supply in the Beijing Tianjin Hebei region, as well as the wind power base in Ulanqab City, Inner Mongolia Autonomous Region, and the wind power base in Xilingol League, to ensure the smooth and scheduled operation of the aforementioned projects.
4、 Vigorously promote the development and construction of dispersed wind energy resources. With the continuous progress of low wind speed wind power technology, the development value of dispersed wind energy resources in the central and southern regions is gradually increasing. These regions have strong market absorption capabilities, and vigorously developing and utilizing wind power will further promote the sustainable and healthy development of China's wind power industry. All relevant provinces (regions, cities) should, on the basis of scientific planning and based on the principle of local power grid consumption, reasonably determine the scale and timing of project construction, continuously improve the technical standards for wind power development and construction, coordinate the relationship between project construction and environmental protection, soil and water conservation, and fully play the important role of wind power energy conservation, emission reduction, and environmental protection.
5、 Optimize wind power grid connection operation and scheduling management. The operational practice in Inner Mongolia Autonomous Region and other regions has shown that deeply tapping into the potential of system peak shaving and continuously improving the local power grid's ability to absorb wind power is an effective measure to promote the development of wind power. Inner Mongolia, Heilongjiang, Jilin, Hebei, Liaoning, Gansu, Ningxia, and Xinjiang, which have a large scale of wind power, need to further optimize and innovate the operation and management mechanism of local power grids, coordinate the configuration of peak shaving power sources within the system, coordinate the scheduling order between clean energy such as wind power and photovoltaic power generation and traditional fossil energy generation, deeply tap the potential of system peak shaving, and ensure that clean energy such as wind power is prioritized for grid connection and fully purchased. Measures such as limiting output shall not be taken for demonstration projects deployed by the National Energy Administration.
6、 Provide good wind power grid connection services. Power grid enterprises should actively carry out the design and review of access systems for wind power base projects that have been included in the approved plan or national key plan. In principle, a grid connection commitment letter for the listed projects should be issued in the year of the approval plan to avoid wind power curtailment and power limitation caused by delayed construction of power supporting facilities. Our bureau will focus on tracking the implementation status of each batch of plans. For wind power projects that have not been approved within the validity period of the documents due to unfulfilled grid connection conditions, they will be promptly disclosed to the whole society.
