Order of the National Development and Reform Commission: One normative document related to wind power shall be abolished and replaced with another

On March 13th, Polaris Electric Power Network learned from the website of the National Energy Administration that, in accordance with the Decision of the Standing Committee of the National People's Congress on Amending Twelve Laws, including the Cultural Relics Protection Law of the People's Republic of China (2013) (Chairman's Order No. 5), the Decision of the State Council on Abolishing and Amending Some Administrative Regulations (State Council Order No. 588), and the Decision of the State Council on Cancelling and Decentralizing a Batch of Administrative Approval Projects and Other Matters (State Council [2013] No. 19), after consultation with relevant departments of the State Council, the National Development and Reform Commission has decided to abolish one normative document and modify some provisions of two regulations and two normative documents. The abolished document is the Notice of the National Development and Reform Commission on Relevant Requirements for Wind Power Construction Management (NDRC Energy [2005] No. 1204). The revised normative document is the Notice of the General Office of the National Development and Reform Commission on Issuing Relevant Provisions on the Preliminary Work of Wind Farm Projects (NDRC Energy [2005] No. 899) issued by the National Development and Reform Commission on May 9, 2005. The revised content includes deleting Article 11, which states that "the management of pre feasibility studies for general wind farms shall be the responsibility of the provincial (district, city) development and reform commission; the pre feasibility studies for national million kilowatt wind farms shall be the responsibility of the National Development and Reform Commission. Without permission, no enterprise or individual shall carry out pre feasibility studies for wind farms", and deleting Article 14.
