The "2024 Wind Power Hybrid Tower Industry Factory Production Capacity Assessment" special project, jointly carried out by the Wind Power Hybrid Tower Branch of China Concrete and Cement Products Association and China Classification Society Quality Certification Co., Ltd., came to the Baotou production base of Zhonghan Energy (Shanghai) Co., Ltd.

On November 4-5, 2024, the CCPA Wind Hybrid Tower Branch and the expert team of China Classification Society Quality Certification Co., Ltd. conducted a two-day comprehensive capability assessment of the Zhonghan Energy Baotou production base. Sun Lili, Executive Secretary General of the branch, and members of the expert group: Mr. Xu Ruilong, Deputy Chief Engineer of Goldwind Technology Co., Ltd. and Chief Engineer of Beijing Tianshan High tech Wind Power Technology Co., Ltd., Mr. Zhang Houchan, Chief Engineer of Shanghai Electric Research Concrete (Mulei) Construction Technology Co., Ltd., and Mr. Zhao Xueming, General Manager of Zhejiang Huakan New Energy Technology Co., Ltd. of Jujie Group; And the inspection team of the Tower Business Department of the Wind Power Business Center of China Classification Society Quality Certification Co., Ltd., accompanied by Mr. Xu Demin, Deputy General Manager of Zhonghan Energy (Shanghai) Co., Ltd., and Mr. Ye Haibo, Deputy General Manager, participated in the factory evaluation work.

In this review, the expert team conducted an in-depth examination of various production processes in the factory, including raw materials, laboratory management, production process control, and management documents. Through the display of bonus points, detailed explanations of deduction points, and discussions and exchanges, the factory was comprehensively and meticulously evaluated.

This review refers to the management framework of ISO 9001, combined with the special requirements of the wind power industry, covering various elements of factory production capacity, including raw materials, production environment, production equipment, production processes, personnel capabilities, quality inspection/records, etc. The evaluation forms include document review, on-site inspection, laboratory testing, and communication with on-site management personnel to ensure that the review conclusions are comprehensive and accurate.
01 Meeting/
The review team first held a review meeting to have a preliminary exchange of information on the production environment and related materials of Zhonghan Energy Baotou Base. At the review meeting, the CCPA Wind Power Hybrid Tower Branch chaired the meeting, and experts hope that Zhonghan Energy Baotou Base can demonstrate its ability to implement design standards and ensure that production processes meet design requirements, which can also provide valuable reference for subsequent evaluation work.

02 On site audit/
The review team conducted a detailed review of the production process, factory laboratory, raw material management, and product quality control during the subsequent on-site inspection. Especially laboratory management, as the core of quality monitoring, directly affects the safety and performance of products. The expert group conducted a professional review based on the actual operation of the factory, covering details such as equipment operation and experimental data management, to ensure the standardization and quality level of the production process.

03 Closed door review meeting and conclusion announcement meeting/

After the two-day review process, the review team first communicated with the applying unit about the identified issues and the proof of bonus points received. The applying unit provided additional explanations for some of the issues.
Subsequently, the review team held a closed door meeting, during which experts had in-depth discussions and exchanges on score approval and control based on professional, compliant, and fair standards.

Finally, at the summary meeting, the evaluation team announced the scoring results to the applying unit and explained the issues that needed improvement identified during the evaluation process. Both parties had in-depth discussions on improvement measures to enhance management.
Experts point out that they hope Zhonghan Energy can maintain its production level and continuously deliver high-quality products for the industry; In response to this, Zhonghan Energy also stated that it will ensure the level of production quality control and respond to the high standard demand of the wind power hybrid tower industry.
