Announcement for soliciting raw material suppliers in 2026
To meet the continuous production and operation needs of Jiangsu Jinhai New Energy Technology Co., Ltd. and ensure a stable supply of raw materials, we are now openly soliciting qualified suppliers for steel plates and round steel products. Qualified and eligible suppliers are welcome to participate in the registration process. The specific requirements and procedures are as follows:
1. Scope of solicitation
1.1 Call for 2026 annual cooperative suppliers of raw materials (round steel, steel plates).
1.2 It is estimated that the annual procurement volume in 2026 will be 30,000 tons (20,000 tons of round steel and 10,000 tons of steel plates), with the specific quantity to be determined according to the bidding weight of each project.
1.3 Technical requirements for steel plates: Comply with the NB/T47013.3-2023 standard, with dimensional deviations in accordance with GB/T709-2019 (thickness deviations according to Type N or Type B), unevenness in accordance with GB/T709 standard for steel type L, plate performance in accordance with GB/T1591-2018 requirements, and ordering standards in accordance with GB3274-2017 requirements. Common steel plate materials include Q355NE and Q355D, with common thicknesses (mm): 45-65, common widths (mm): 2000-2500, and common lengths (mm): 10000-12000. (Specific material specifications and flaw detection requirements are subject to the technical requirements of each bidding process.).
1.4 For detailed technical requirements of hot-rolled round steel, please refer to Annex 1. Common diameters include Φ39.7, Φ45.3, and Φ53.5, with a length not exceeding 12.1 meters (specific specifications are subject to the technical requirements of each bidding).
1.5 Successful suppliers will be included in the qualified supplier database of Jiangsu Jinhai New Energy Technology Co., Ltd. and will be eligible to participate in bidding.

IV. Qualification Requirements
4.1 Possess the qualification of an independent legal entity, have the ability to independently bear civil liability, and be able to provide a photocopy of the business license with a unified social credit code. The business scope of the business license must include steel production or sales-related businesses.
4.2 Have stable supply channels, possess the necessary warehousing and transportation capabilities, as well as professional and technical personnel required to fulfill contracts.
4.3 Possess experience in similar services, and provide performance supporting documents (photocopies of contracts).
4.4 Have a sound financial accounting system and be able to issue VAT special invoices that comply with national regulations.
4.5 Not listed on the dishonesty enterprise list published on the "National Enterprise Credit Information Publicity System" or "Credit China" website.
4.6 This project is only open for registration by a single entity and does not accept participation from any form of consortium.
V. Requirements for materials submitted by collecting units
5.1 The soliciting unit must provide a photocopy of the duplicate of its business license (including the unified social credit code, and the business scope must be clearly legible) with an official seal affixed.
5.2 Identification certificate of the legal representative or power of attorney, and a copy of the authorized person's ID card.
5.3 The solicitation unit must provide evidence of steel product supply performance within the past year (at least two documents), with official seal affixed.
5.4 The soliciting entity shall provide a screenshot of the query result showing no record of dishonesty on the "National Enterprise Credit Information Publicity System" or the "Credit China" website.
5.5 The collecting unit must provide financial statements (including balance sheet and income statement, stamped with official seal) for the past year.
5.6 The solicitation unit is required to provide the "Supplier Basic Information Form" (see Annex 2 for details).
5.7 Other supplementary materials (optional): Certificate of corporate tax credit rating (such as A-level, B-level), company organizational chart, core business rules and regulations, instructions or screenshots of information management system, etc.
VI. Selection and Follow-up Matters
6.1 We will organize a review team to conduct a comprehensive review of the qualifications, performance, and supply capabilities of the registered suppliers, and conduct on-site inspections if necessary.
6.2 Suppliers who have passed the review will be included in our list of qualified suppliers, and subsequent procurements will be conducted through methods such as inquiry, bidding, and open negotiation.
6.3 For suppliers who fail to pass the review, we will not provide further notice, and the submitted materials will not be returned.
VII. Other Instructions
7.1 This solicitation is solely for the purpose of establishing a list of qualified suppliers and does not represent specific procurement needs. We reserve the right to adjust the categories and requirements of the solicitation.
7.2 All materials submitted by suppliers must be authentic and valid. If any fraudulent behavior is found, the registration qualification will be immediately cancelled upon verification, and the supplier will be included in the blacklist.

Technical Agreement for 42CrMoA-JH1/JH2/JH3/JH4 Hot-Rolled Round Steel for Wind Turbine Anchor Bolts of Jiangsu Hai New Energy

Based on the principles of equality, voluntariness, and mutual benefit, Hebei Iron & Steel Group Xuanhua Iron & Steel Company (hereinafter referred to as the "Supplier") and Jiangsu Jinhai New Energy Technology Co., Ltd. (hereinafter referred to as the "Buyer") have conducted thorough negotiations, with the specific details as follows:
1. Scope
This agreement applies to 42CrMoA hot-rolled round steel with specifications ranging from Φ20mm to Φ60mm, which is used by Jiangsu Jinhai New Energy Technology Co., Ltd. for the manufacture of wind turbine anchor bolts.
This agreement stipulates the dimensions, shape, weight and allowable deviation, technical requirements, test methods, inspection rules, packaging, marking, and quality certificates of 42CrMoA hot-rolled round steel.

3. Dimensions, shape, weight, and allowable deviations
3.1 Bending degree:
The curvature of flaw detection material 42CrMoA-JH1/JH2 is not greater than 2.0mm per meter, and the curvature within the total length range is not greater than 0.20%L (L represents the total length).
The bending degree of uninspected material 42CrMoA-JH3/JH4 shall not exceed 2.0mm/m, and the bending degree within the total length shall not exceed 0.20%L (L represents the total length).
3.2 The dimensions and allowable deviations of steel materials shall be in accordance with Table 1.

3.3 The delivery length of round steel shall be specified in the contract, with an allowable length deviation of 0 to +30mm.
4. Technical requirements
4.1 Grade and Chemical Composition
4.1.1 The steel grade and chemical composition (melting analysis) shall comply with the specifications listed in Table 2.

Note:
(1) Strictly control the content of S and P, while ensuring that P+S is no more than 0.030%.
(2) To stabilize and enhance the low-temperature impact value of the product, other alloy elements such as V can be added in appropriate amounts during smelting.
(3) The steel plant shall conduct hydrogen content testing, with a requirement of ≤2ppm, and analyze the gas elements on the material. The quality assurance certificate for steel raw materials shall be clearly stated.
(4) The allowable deviation of the composition of finished steel products shall be in accordance with the requirements of GB/T222, with the manganese content being controlled as much as possible to the upper limit.
4.1.2 The allowable deviation of the chemical composition of steel shall comply with the provisions of Table 2 in GB/T 222.
4.2 Smelting method: electric furnace + secondary refining (LF) + RH + continuous casting, with a compression ratio of ≥10.
4.3 Delivery status: Delivered in hot-rolled condition.
4.4 low magnification
4.4.1 The macrostructure test piece of steel after acid immersion of cross-section shall be free of visible defects such as shrinkage cavities, bubbles, cracks, inclusions, peeling, white spots, intergranular cracks, etc. It is also not allowed to have general spot-like segregation and edge spot-like segregation.
4.4.2 Inspect the low-magnification microstructure according to GB/T226, and the qualified level of acid leaching low-magnification microstructure shall comply with the provisions of Table 3.

4.5 Mechanical properties
Prepare standard test samples according to GB/T 2975, and after heat treatment as specified in GB/T 3077, measure the longitudinal mechanical properties of the steel,
The test results should comply with the specifications listed in Table 4.

4.6 Non-metallic inclusions
The qualified level of non-metallic inclusions in steel shall comply with the provisions of Table 5.

4.7 Grain size
According to GB/T 6394, the austenite grain size of steel is tested using the direct quenching method. The grade difference of the austenite grain size of steel is not allowed to exceed 3 grades, and the qualified grade should not be coarser than grade 5.
4.8 Decarburized layer
The decarburized layer shall be inspected according to GB/T224, and the total depth of the decarburized layer of the steel shall be ≤1%D (D represents the nominal diameter of the steel).
4.9 Metallographic Microstructure
The steel should be inspected for Widmanstatten structure and banded structure. The presence of Widmanstatten structure is not allowed, and the banded structure should be evaluated according to GB/T 13299. The qualified level of banded structure should be ≤3.0.
4.10 Surface quality
The steel surface must be free of scarring, folding, and inclusions. If any of the aforementioned defects are present, they must be removed. The removal depth, measured from the actual size of the steel, should be less than 1/2 of the dimensional tolerance, and the removal width should be greater than or equal to 5 times the removal depth. The maximum removal depth on the same cross-section should not exceed one location. Under the premise of not affecting forging quality, individual indentations, pitting, and small cracks with a depth not exceeding 0.20mm, whose actual size does not exceed half of the dimensional tolerance, are allowed to exist.
4.11 Non-destructive testing
4.11.1 42CrMoA-JH1/JH2 requires full flaw detection:
Steel products should undergo ultrasonic flaw detection inspection one by one (100%). The flaw detection method should comply with the Class A inspection in the GB/T4162 standard quality grade, or refer to Class 3 in the GB/T 37566 standard quality grade. The quality assurance certificate should indicate that the flaw detection is qualified.
4.11.2 42CrMoA-JH3/JH4 does not require flaw detection:
No flaw detection is required for steel products before they leave the factory. The flaw detection of round steel bars will be conducted by Jiangsu Jinhai during the subsequent production and processing (in accordance with GB/T4162, with a qualification level of A). The flaw detection pass rate shall not be lower than 99%.
5. Test method
The testing method for each batch of steel shall be carried out in accordance with the provisions of Table 5.

6. Inspection rules
6.1 Inspection and acceptance
The supplier's quality department shall conduct inspection and acceptance according to the requirements of the agreement.
6.2 Batching rules
Steel materials must be inspected and accepted on a batch-by-batch basis, with each batch consisting of steel of the same grade, processed using the same method, with the same dimensions, delivered in the same condition, and subjected to the same heat treatment system (heat number).
6.3 Re-inspection judgment rules
The buyer has the right to re-inspect the steel products, and the re-inspection and judgment rules for the steel products shall be implemented in accordance with GB/T 17505.
7. Packaging, marking and quality certificate
The packaging, marking, and quality certificate of steel products shall comply with the provisions of GB/T 2101.
8. Additional notes
This technical agreement is executed in duplicate, and shall come into effect upon the signature and seal of both the supplier and the buyer, serving as an integral part of the agreed terms of the supply contract. Any matters not covered herein shall be subject to the relevant provisions of GB/T26075-2019.
2. When the order quantity is less than 100 tons, it is required to use only one heat number. When the order quantity exceeds 100 tons, efforts should be made to ensure that the quantity per heat number is no less than 100 tons, with the principle of minimizing the number of heat numbers. During the supply process, the steel mill should strictly adhere to the first-in, first-out (FIFO) principle to ensure that shipments are made in the order of heat numbers. If goods from the same heat number need to be shipped in batches, the continuity of shipments must be ensured, and goods from other heat numbers must not be interspersed during the shipping process.
