On March 13th, Polaris Electric Power Network learned from the website of the National Energy Administration that, in accordance with the Decision of the Standing Committee of the National People's Congress on Amending Twelve Laws, including the Cultural Relics Protection Law of the People's Republic of China (2013) (Chairman's Order No. 5), the Decision of the State Council on Abolishing and Amending Some Administrative Regulations (State Council Order No. 588), and the Decision of the State Council on Cancelling and Decentralizing a Batch of Administrative Approval Projects and Other Matters (State Council [2013] No. 19), after consultation with relevant departments of the State Council, the National Development and Reform Commission has decided to abolish one normative document and modify some provisions of two regulations and two normative documents.
Starting from 2011, in order to grasp the pace of wind power development and promote the healthy and orderly development of the industry, the National Energy Administration began to formulate a wind power project approval plan. The first three batches of wind power were approved with a scale of 26.83 million kilowatts, 16.76 million kilowatts (later supplemented with 8.52 million kilowatts), and 27.97 million kilowatts, respectively. At this point, the cumulative scale of wind power projects to be approved since the 12th Five Year Plan has exceeded 100 million kilowatts.
On the morning of March 5th at 9 o'clock, Premier Li Keqiang delivered a government work report at the Second Session of the 12th National People's Congress, which clearly proposed to promote changes in energy production and consumption patterns. We will increase efforts to save energy and reduce emissions, control the total amount of energy consumption, and reduce energy consumption intensity by more than 3.9% this year. We will also reduce emissions of sulfur dioxide and chemical oxygen demand by 2%. We need to increase the proportion of non fossil energy generation, develop smart grids and distributed energy, encourage the development of wind and solar energy, and start a batch of hydropower and nuclear power projects.
Recently, a reporter from China United Business Daily learned from the website of the National Energy Administration that the Administration has launched a new batch of wind power approved construction plans with a total installed capacity of 27.6 million kilowatts. According to official data, nearly 60% of the over 100 million kilowatt wind power projects that have been reviewed are still in a state of non construction or under construction.
Recently, it was learned from the 2014 China Wind Energy Spring Festival Tea Party that according to preliminary statistics, the newly installed capacity of wind power in China was 16.1 million kilowatts in 2013, a significant increase of 24% from 12.96 million kilowatts in 2012. The cumulative installed capacity of wind power in China has exceeded 90 million kilowatts. Among them, the top ten wind turbine manufacturers are Goldwind Technology with 3.6 million kilowatts, United Power with 1.487 million kilowatts, Mingyang wind power with 1.269 million kilowatts, Yuanjing Energy with 1.25 million kilowatts, Xiangdian wind power with 1.132 million kilowatts, Shanghai Electric with 1.014 million kilowatts, Huarui wind power with 896000 kilowatts, offshore wind power with 787000 kilowatts, Dongfang Electric with 680000 kilowatts, and Yunda wind power with 540000 kilowatts.
Recently, the National Energy Administration issued a notice on strengthening the management of wind power project approval plans. The notice shows that starting from January 1, 2014, projects that have been included in the first batch of wind power project approval plans during the 12th Five Year Plan period but have not completed approval (see "List of Projects Cancelled from the First Batch of Approval Plan Management during the 12th Five Year Plan Period" later) will no longer be included in the approval plan management and their approval qualifications will be cancelled.
Halfway through the 12th Five Year Plan period, the National Energy Administration launched preliminary research on the 13th Five Year Plan for energy, and listed three major categories and 20 research topics for public bidding. The research topics are divided into three categories: major situation analysis, major goals and tasks research, and major thematic research. From the content of the topics, it can be seen that China's energy industry is facing the situation and urgent problems that need to be solved in the 13th Five Year Plan and the medium to long term.
On Monday, the National Energy Administration issued a notice on matters related to self built supporting transmission projects for power grid enterprises to repurchase power supply projects (hereinafter referred to as the "notice"), which pointed out that for large and medium-sized renewable energy transmission projects that are explicitly required by national approval documents to be constructed by power grid companies or required by national policies to be constructed by power grid companies, or self built supporting transmission projects that are first funded by power generation enterprises through negotiations between the power grid and the power grid, and for which current power generation enterprises submit repurchase applications, the repurchase work should be completed by the end of 2015 in principle.
